Uma revisão de literatura acerca da inteligência da polícia militar no âmbito da violência das torcidas organizadas no futebol profissional

O objetivo deste artigo foi estudar a questão da violência das torcidas organizadas nos estádios e a participação da Inteligência da Polícia Militar do Paraná no sentido de atuar na sua diminuição. Tratou-se de uma revisão de literatura desenvolvida a partir da pesquisa efetivada em algumas bases informatizadas através de material já escrito, como: Scielo; Banco de Teses e Google Acadêmico, classificando esta pesquisa como bibliográfica, qualitativa e exploratória, onde a revisão de literatura foi utilizada como suporte ao desenvolvimento de aplicações práticas para consolidar a atuação da inteligência da PMPR na diminuição da violência das torcidas organizadas nos estádios de futebol do estado. Os resultados mostraram que atualmente tem se presenciado um expressivo aumento da violência nos estádios brasileiros cometida em partidas de futebol profissional, por isso as autoridades e instituições com competência para atuação na segurança pública tem demandado maior rigor nas políticas públicas com o objetivo de manter a segurança e garantir a qualidade do evento esportivo. Por isso o uso do Sistema de Inteligência da Polícia Militar do Paraná (SIPOM) pode ser apontado como uma medida de interesse institucional para a Polícia Militar do Paraná na prevenção destes eventos.

The objective of this article was to study the issue of violence by organized fans in stadiums and the participation of the Intelligence of the Military Police of Paraná in order to act to reduce it. This was a literature review developed from research carried out in some computerized databases of material already written as Scielo; Thesis Bank and Google Scholar, classifying this research as bibliographic, qualitative and exploratory, where the literature review was used to support the developmentof practical applications to consolidate the PMPR’s intelligence performance in reducing violence by organized fans in football stadiums of State. The results showed that currently there has been a significant increase in violence in Brazilian stadiums committed in professional football matches, which is why authorities and institutions with competence to act in public security have demanded greater rigor in public policies with the aim of maintaining security and guarantee the quality of the sporting event. Therefore, the use of the Paraná Military Police Intelligence System (SIPOM) can be seen as a measure of institutional interest for the Paraná Military Police in preventing these events. It can be concluded that in the context of violent clashes between organized football fans in and around Paraná stadiums, the Paraná Military Police has invested in constant improvements in its operational planning capacity over the years, seeking to base technical actions with greater specialization supported by the ncreasinglyfrequent participation of the corporation’s intelligence, resulting significantly in the prevention and repression of these types of clashes, as in the context of organized fans, fans end up feeling in relative security, acting in a bold and with supposed superiority over rivals, increasing violent events in the football context.
